I want to bring together people who would otherwise buy smaller properties and prepare projects too large for one individual — such as a retail park with several tenants.

This is the intended process. Steps may overlap; progress always depends on due diligence, agreements and financing.
Capital from several investors forms the foundation. Bank financing may provide additional funding for delivery.

Agreements with prospective tenants can be prepared before construction. They help assess real demand, expected rent, project economics and bankability.
Pre-leasing reduces uncertainty during preparation. It does not guarantee success or future income.
Every project involves risks, including loss of capital and limited liquidity. Specific terms, costs and risks will be assessed individually.
